General county administration follows the public-information process, land and many vital filings belong with the County Clerk, and District Court pleadings belong with the District Clerk. Police and city records may belong outside county government entirely.
Use the county routing page first, then move to the office that owns the record rather than submitting duplicate requests.
For Collin County public records, use the county public-information route for general administrative material, the County Clerk for land and many vital filings, and the District Clerk for files generated in the District Courts.
| Question | Correct custodian | Native key |
|---|---|---|
| County contract, audit or Commissioners Court record | Public Information | Department and request description |
| Deed, foreclosure, lien or marriage record | County Clerk | Instrument or filing reference |
| District Court civil, family or felony case | District Clerk | Cause/case number |
| Police or city record | Creating law-enforcement agency or municipality | Agency-specific report/reference |
The county's public-record guidance separates ordinary county administration from records controlled by elected clerks, law-enforcement agencies and municipalities. A request about county spending, contracts or Commissioners Court material can use the public-information process, while court or land records are directed elsewhere. This avoids asking one office to retrieve records it does not possess.
The County Clerk preserves a major group of official filings, including land recordings, liens, public notices, marriage licenses and related records. Those documents are strongest when the researcher saves the instrument or filing reference and examines the underlying record rather than treating an index hit as the entire evidence.
District Court material is controlled by the District Clerk. The office describes itself as custodian of pleadings, filings and court records for Collin County District Courts and provides search paths for covered civil and criminal cases. A District Court case number is therefore a different identifier from a County Clerk land-record instrument.
Collin County also warns that police records, municipal records and property appraisal material may sit outside the central county public-information office. This is particularly important in a fast-growing county with many cities and law-enforcement agencies. The geographic label 'Collin County' does not establish custody.
A reliable investigation begins with the county's routing page, records the correct custodian, and then saves the office-native identifier. If a land dispute becomes a District Court case, keep the County Clerk recording reference and District Clerk cause number separate. Their relationship should be proven by dates and parties, not assumed from a matching address.
